What Is a Wholesale Insurance Broker — and When Does Your Agency Need One?

2026-06-10 · 5 min read

If you are a retail agent, sooner or later an account lands on your desk that your standard carriers simply will not write. A wholesale broker is how that account still gets covered — without you giving up the client relationship.

The short version

A wholesale insurance broker sits between the retail agent and the insurance markets. You keep your client; the wholesaler brings the market access, underwriting know-how, and carrier relationships needed to place risks that fall outside the standard, admitted market. The retail agent owns the relationship and the renewal; the wholesaler does the placement legwork.

What a wholesaler actually does

  • Finds a market. Wholesalers maintain relationships with specialty and surplus-lines carriers that most retail agencies cannot access directly.
  • Shapes the submission. A good wholesaler knows how each market wants a risk presented, which raises the odds of a competitive quote.
  • Handles the specialty paperwork. Surplus-lines taxes, diligent-search documentation, and carrier-specific forms are part of the job.
  • Advises on structure. Limits, deductibles, endorsements — the wholesaler helps tailor terms to the exposure.

When to bring one in

The usual triggers are a class your carriers decline, a loss history that standard markets will not touch, an unusual operation, a coverage gap that needs an excess or umbrella layer, or simply a risk that is bigger or more complex than your appetite. If you have quoted it twice and been declined twice, it is time to call a wholesaler.
